Legal Update

Sandy Adirondack’s legal update service for voluntary organisations provides information of a general nature for management committees/trustees and staff of voluntary organisations about legal changes over the past year, and forthcoming changes. It is in two parts:

Local community accountancy service

Running PAYE is complicated and most small organisations use a payroll service that calculate this for them and provide pay slips for a small fee. If you have a local community accountancy service, they may be able to provide this service. If not, a lot of accountancy firms run them. Ask other small organisations locally who they use.

HM Revenue and Customs

HM Revenue and Customs are responsible for collecting tax and national insurance from employees – known as PAYE.

Current NJC pay scales

Current NJC pay scales can be found through the National Association for Voluntary and Community Action website. These are the main public sector pay scales, which are widely used and accepted as a pay structure. NJC stands for Joint National Council – a national negotiation framework for public sector employers and trade unions.

London Voluntary Service Council's Personnel, Employment Advice and Conciliation Service (PEACe) has produced this job evaluation toolkit, which helps voluntary sector organisations set realistic pay levels for their staff, and is especially useful for deciding what salary amounts should be included in funding bids.

by Sandy Adirondack and James Sinclair Taylor is the definitive guide to the law as it affects charities, community groups and other voluntary organisations.

The Employment Records Handbook for Voluntary Organisations
by Paul Ticher with Gill Taylor. This book concentrates on the question of record-keeping; both the ‘what?’ and the ‘how?’ Covering paid staff and volunteers, this practical book gives a comprehensive picture of what employment records should look like. It also looks at the main legal requirements for record-keeping, and how to deal with tricky issues, such as disclosure of sensitive information.
